La sua espansione richiedeva un maggior numero di infrastrutture di parcheggio che avrebbero causato ulteriori problemi di drenaggio. Lo spazio era aperto ai visitatori e richiedeva un sistema di drenaggio che fosse efficiente, stabile e veloce da installare.
